Don't know why they would be advertising the number in a window.
Hopefully that playground will look better in the future, it really looks sad, I can't imagine kids would want to play there!
Actually dumb it´s not the same number everywhere...
I think that playground looked like that for years already, so chances are rather... slim. No idea if kids (still) live there.
